While the debate on the constitution and headscarf issue is going on, the president Gül called the chairman of the Higher Education Council Teziç for a meeting. The article 104 of the constitutional law says: " the president is the head of the state. With this capacity, he represents the Turkish Republic and the union of the Turkish nation. He has supervision over the application of the constitutional law, the harmonious and organized functioning of the state organs." Today, a problem of disharmony exists among the state organs. For instance, the political power and the universities are in conflict on the issue of the new constitutional law. In this situation, Abdullah Gül, as the president, has the capacity to interfere to guard the harmony between institutions. Gül and Teziç the chairman of the Higher Education Council will have a meeting next week. The meeting topics will be the file of the Higher Education Council, the file of universities and the file of the constitutional law. |
